In March 2025, President Trump signed Executive Order 14247, titled “Modernizing Payments To and From America’s Bank Account.” This directive requires a major shift in how the federal government issues and processes payments — with a strong emphasis on electronic transactions and away from paper checks.

Key points every taxpayer should know:
• Effective September 30, 2025, most paper checks for federal disbursements — including tax refunds and benefit payments — are being phased out.
• The Order promotes electronic payments (EFTs) — such as direct deposit, digital wallets, or debit/credit options — as the primary method for federal payments and collections.
• To the extent permitted by law, all payments to the federal government — including tax payments — are also expected to move toward electronic methods.
• Limited exceptions may apply for individuals without access to electronic banking or in emergency circumstances.
What this means for taxpayers:
✔️ If you still receive refunds by paper check, make sure your tax return includes direct deposit information.
✔️ If you plan to make federal tax payments, be prepared to use an electronic option like IRS Direct Pay, EFTPS, or similar secure methods.
✔️ Staying ahead of this transition can help avoid payment delays or lost checks.
